Halifax’s Angus L. Macdonald Bridge reopened early on November 8, 2024 after crews stabilized a damaged construction crane near its Dartmouth end. The hazard had forced the bridge to close to vehicles and pedestrians before the previous afternoon’s rush hour and led authorities to evacuate nearby residents.

Why the bridge was closed

Halifax Harbour Bridges said officials were assessing the crane beside the bridge and would not reopen the crossing until advised that conditions were safe. Closing both traffic lanes and the pedestrian route created substantial disruption, but it prevented people from passing beneath or beside equipment whose stability had not yet been confirmed.

An on-site occupational health and safety officer from Nova Scotia’s Department of Labour confirmed the crane was stable, according to a 6:30 a.m. municipal release. Crews had worked overnight, and plans called for the damaged equipment to be removed.

Evacuation and reopening

About 20 people from 12 homes were evacuated. The Canadian Red Cross arranged temporary accommodation. The affected area included parts of Faulkner Street, Lyle Street, Windmill Road and Wyse Road near the Dartmouth approach.

The bridge reopened before the evacuation order was lifted later that morning. That sequence did not necessarily indicate inconsistency: engineers can determine a transportation corridor is safe while crews and officials continue assessing the smaller zone closest to a hazard.

Effects across the road network

The Macdonald Bridge is one of the key crossings linking Halifax and Dartmouth. An unexpected closure near rush hour displaced traffic onto other routes and caused congestion throughout the municipality. Police also reported several collisions around Highway 102 at Kearney Lake Road during the evening period.

Congestion and collisions occurred during the disruption, but a careful report should not claim the crane directly caused every crash without collision investigations. Diversions, driver decisions, weather and normal traffic volume can all contribute.

How emergency decisions are made

When a crane is damaged, authorities must consider whether its mast, boom, counterweights, foundation or load could move. Wind and the process of dismantling equipment can change the risk. That is why visual reassurance from a distance is not enough and why occupational-safety and engineering expertise is required.

Officials also balance the danger with the consequences of closing critical infrastructure. The right standard is not to reopen at the earliest possible minute, but to reopen as soon as competent inspection establishes that public passage is safe.

Communication lessons

A useful emergency notice states what is closed, the boundaries of any evacuation, which agency is in command and where verified updates will appear. Estimated reopening times should be labelled as estimates. Residents need accessible information about transit changes, shelter and when they may return home.

Afterward, agencies can review why the crane was damaged, whether inspection and weather procedures were followed, how quickly traffic plans activated and whether emergency alerts reached the affected streets. A review is a safety measure, not an assumption that a contractor or worker was negligent.

A controlled end to a disruptive event

The overnight work produced the immediate outcome residents needed: an authorized officer confirmed stability, the bridge resumed operation and the evacuation ended. No injury was reported in the reopening account.

The event nevertheless showed how construction beside essential transportation infrastructure can create risk far beyond a work site. Continued removal, investigation and transparent reporting were necessary even after traffic returned. Reopening resolved the acute disruption; learning from the incident was the next part of protecting the bridge, nearby households and the wider Halifax road network.
