Nicaragua lawmakers approve first stage of reform restricting opposition candidates

Nicaragua’s National Assembly has approved the first stage of a constitutional amendment that would extend elected terms from six to seven years and bar political parties or candidates accused of supporting foreign intervention, financing or attempts to overthrow the government.

The legislature is controlled by allies of co-presidents Daniel Ortega and Rosario Murillo. Reuters reports that the amendment must be approved in a second legislative session, expected to begin in January, before it takes effect.

Government justification and critics’ concern

The official National Assembly account presents the changes as protection of sovereignty, peace and stability from externally backed interference. Critics say the wording allows authorities to label genuine opposition as treasonous and remove meaningful electoral competition.

The reform would also extend the terms of other elected officials and the heads of the army and police. Nicaragua’s earlier constitutional changes created a co-presidency and lengthened the presidential term from five to six years.

What remains unsettled

Because this was the first required vote, it should not be described as fully enacted. The final text, the second vote and any implementation rules will determine the formal legal effect.

The central democratic test is whether restrictions are precise, independently reviewable and compatible with citizens’ ability to choose among genuine alternatives. Government claims of sovereignty and opposition claims of exclusion should both be attributed, while the legislature’s voting record and constitutional procedure remain verifiable facts.
