Brunei Crown Prince Haji Al-Muhtadee Billah welcomed Prime Minister Narendra Modi on his arrival in Bandar Seri Begawan in September 2024, beginning the first bilateral visit to Brunei by an Indian prime minister.

The Crown Prince is the eldest son of Sultan Haji Hassanal Bolkiah and Raja Isteri Pengiran Anak Hajah Saleha. He holds senior responsibilities in government and the armed forces and is first in line to the Bruneian throne.

Education and appointment as Crown Prince

Al-Muhtadee Billah was born on February 17, 1974. His official biography records education in Brunei and abroad, including study at the Oxford Centre for Islamic Studies in 1995. He completed the University of Oxford’s Foreign Service Programme at Magdalen College and received a diploma in diplomatic studies in 1997.

He was proclaimed Crown Prince on August 10, 1998. The role is not merely ceremonial: it prepares the heir for constitutional, administrative and international duties while the Sultan remains head of state and government.

Government, military and university roles

The Crown Prince was appointed Senior Minister at the Prime Minister’s Office on May 24, 2005. He serves as Deputy Chair of the council guiding Wawasan Brunei 2035, the country’s long-term development framework, and holds pro-chancellor roles at Universiti Brunei Darussalam, Universiti Islam Sultan Sharif Ali and Universiti Teknologi Brunei.

His official record also includes the rank of General in the Royal Brunei Armed Forces and Deputy Inspector General of the Royal Brunei Police Force. These titles reflect Brunei’s monarchical system and should not be interpreted as separate elected offices.

Why Modi’s visit mattered

India and Brunei marked 40 years of diplomatic relations in 2024.
