US sanctions Türkiye-based Golden Global Bank over alleged Iran oil-revenue network

The United States Treasury has imposed sanctions on Türkiye-based Golden Global Yatirim Bankasi and two subsidiaries, alleging that the bank provided international financial access used to move Iranian oil revenue.

The September 4 action blocks property and interests in property of the designated entities that are in the United States or controlled by US persons. It also generally prohibits US-linked transactions with them unless an exemption or Treasury licence applies.

What the Treasury alleges

The Office of Foreign Assets Control says Golden Global Bank helped a network transfer oil revenue from China to Türkiye, where funds could be converted into cash and gold. Treasury also alleges the bank offered correspondent services to Iranian institutions through accounts linked to the Islamic Revolutionary Guard Corps-Quds Force and its proxies.

The two designated subsidiaries are Golden Global Varlik Kiralama Anonim Sirketi and Golden Global Portfoy Yonetimi Anonim Sirketi. Treasury designated the bank under Executive Order 13902 for operating in Iran’s financial sector and for what the department characterises as significant transactions connected to that sector.

These claims come from the sanctioning government. A designation is a powerful administrative measure but is not the same as a criminal conviction after a trial. Golden Global Bank’s own website describes the institution as a Türkiye-based investment bank established in 2019 to support foreign trade and alternative financing.

Why correspondent access matters

Correspondent banking lets one financial institution make payments through another, including across currencies and borders. Losing access to US-dollar clearing can therefore isolate a bank well beyond assets physically located in the United States. Companies also face compliance risk if an entity is owned 50% or more by blocked persons.

The immediate confirmed development is the OFAC designation and its legal effect under US rules. The underlying allegations, any Turkish regulatory response and any challenge by the bank should be reported separately as they develop.
